And one of the last police cares in that blasted zone has a radio request for help for a captured hero. Do that one while or after the quest for using the sonic weapon on the enraged drones. You can easily get to level 5 before entering the Champion's base and get level six afterwards when you talk to the heroes outside. I once even got level six while still inside the HQ
