There's a few places you could add it. If you're on 10.3 (I think you are, yeah?), then it looks like the best place is here:
/System/Library/SystemConfiguration/Kicker.bundle/Contents/Resources/set-hostname
That's called any time the network configuration changes, including at startup.

They suggest another way to do it which is probably safer - creating your own startup item for it.
I'll poke around for info on the DHCPd.
